In June 2017, the Victorian government established the independent Expert Panel on Terrorism and Violent Extremism Prevention and Response Powers, led by former Victoria Police Chief Commissioner Ken Lay AO and former Victorian Court of Appeal Justice David Harper AM. This first report from the panel contains sixteen recommendations covering the use of force, investigative and preventative detention, presumptions against bail and parole, special police powers during declared events, and the protection of criminal intelligence. The Andrews Government has accepted in-principle all recommendations. The report's recommendations aim to strengthen legislative and operational frameworks to effectively prevent and respond to terrorism and violent extremism in Victoria. By enhancing police powers and procedures, the report seeks to improve public safety and community resilience against potential threats. Expert Panel on Terrorism and Violent Extremism Prevention and Response Powers – Report 1 is a crucial document that provides comprehensive recommendations to bolster counter-terrorism measures in Victoria. Its insights into legislative and procedural enhancements make it a valuable resource for policymakers, law enforcement agencies, and researchers focused on public safety and counter-terrorism strategies.
